Supply and Installation of Equipment and Machinery for Rare Earth Elements Exploration in Gilgit-Baltistan

The Pakistan Council of Scientific and Industrial Research (PCSIR) invites qualified suppliers to participate in the procurement of equipment and machinery for the exploration, beneficiation, and extraction of rare earth elements, precious metals, and critical minerals in Gilgit-Baltistan. This procurement is specific to the PCSIR Laboratories located in Skardu, Gilgit-Baltistan, under the PSDP Project for the financial year 2025-26. The technical scope includes supply and installation of a wide range of advanced scientific and industrial equipment such as geological hammers, Brunton compasses, GPS handheld devices, ground penetrating radar, magnetometers, terrameters, various crushers, grinding and polishing machines, spectrometers, pilot plant machinery, and other specialized laboratory and mining equipment. The scale of this procurement is extensive, covering both laboratory and field equipment essential for mineral exploration and processing. Eligible bidders must be registered with the Federal Board of Revenue (FBR) and listed on the Active Taxpayers List (ATL). Experience in supplying similar scientific and industrial equipment is required, and bidders should be prepared to submit a technical bid demonstrating their capability. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory, with amounts specified for different packages. Bidders should also have a valid PEC category if applicable. The deadline for submission of bids is 11:00 AM on June 2, 2026, with electronic bids to be submitted through the www.eprocure.gov.pk portal. Hard copies may also be submitted for convenience, but electronic submission is mandatory. The bids will be opened at 11:30 AM on the same day at PCSIR Head Office, Islamabad. The submission address is the Director (Procurement), PCSIR, 1-Constitution Avenue, G-5/2, Islamabad. A practical tip for bidders is to ensure timely registration and submission on the EPAD system to avoid disqualification. Also, prepare the technical bid carefully with all required documentation and ensure the Earnest Money is submitted in hard form as per instructions.
