Supply, Installation, Commissioning & Maintenance of Laboratory Haematology Analyser for Federal Government Polyclinic Islamabad

The Infrastructure Development Authority of the Punjab (IDAP) invites bids for the supply, installation, commissioning, and maintenance of Laboratory Haematology Equipment (Package No. 18, Lot-A) on DDP basis for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for the healthcare sector and is being conducted through the EPADS platform of the Punjab Procurement Regulatory Authority (PPRA). The department responsible is the Infrastructure Development Authority of the Punjab (IDAP), based in Lahore, with the project site in Islamabad. Items being procured: - Haematology Analyser (5 part) (Quantity: 1) - Semi Automatic Coagulometer (Quantity: 1) The technical scope includes delivery, installation, commissioning, and maintenance of the specified laboratory haematology equipment. The Haematology Analyser must be computerized, automated, and capable of 5-part differential complete blood counts with a throughput of 60 samples per hour or more. It should include features such as auto probe cleaning, RS232/USB interface, LCD touch screen, specimen recognition, and storage for 10,000 results. The Semi Automatic Coagulometer must be a 4-channel open system with optical endpoint reading, digital display, and capacity for 8-10 cuvettes. Both items require compatible imported sine wave UPS with 30 minutes battery backup. The supplier is responsible for all customs clearance, insurance, transportation, and installation including any internal civil and MEP work required. Eligibility criteria require valid registration with SECP or Registrar of Firms, NTN certificates, affidavits regarding non-performance and blacklisting, bid security submission, and manufacturer authorization. PEC category and FBR/ATL registration are mandatory. Experience in supplying similar medical equipment to healthcare institutions in Pakistan is required, supported by supply orders, installation reports, and satisfactory performance certificates. Technical staff must have relevant qualifications and experience, and equipment capabilities must meet specified standards. The bid submission deadline is **15th July 2026 at 14:30 HRS PST** on EPADS. Technical bids will be opened the same day at 15:00 HRS PST at IDAP Office, 50-B3, Gulberg III, Lahore. Bidders must submit original bid security in the office of General Manager (Healthcare Projects -II), IDAP before the deadline. The successful bidder will provide a performance bank guarantee equal to 10% of the contract value within 21 days of award.
