Tender Description
The Infrastructure Development Authority of the Punjab (IDAP) is procuring the supply, installation, commissioning, and maintenance of a Urodynamic System (Package No. 26) for the establishment of the Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement is specifically for advanced hospital equipment to support urological diagnostics and treatment in Islamabad.
The technical scope includes a wired or wireless video urodynamic system capable of performing cystometry, uroflowmetry, pressure flow studies, urethral pressure profiling, video urodynamics, and EMG. The system must include a main module with multiple pressure channels, uroflow transducer, peristaltic pump, EMG, remote controller, and standard accessories such as disposable catheters, tubing, and a basic urology table. The equipment must comply with international quality certifications such as FDA 510K, CE, or MHLW and include UPS/power protection and stabilizers where applicable. Installation requires internal civil and MEP work by the supplier, and comprehensive user and technical manuals must be provided.
Eligible bidders include manufacturers or their authorized local agents/importers/distributors with valid PEC registration, FBR/ATL registration, and relevant experience in supplying similar medical equipment. Joint ventures are allowed with a nominated lead member. Bidders must submit earnest money in the form of a CDR or bank guarantee and comply with all bid submission requirements on the EPADS platform.
The bid submission deadline is 23rd April 2026 at 16:00 HRS PST via EPADS, with technical bids opening the same day at 16:30 HRS PST at IDAP Lahore office. The contract will be awarded based on the lowest evaluated bid following technical qualification. The successful bidder must provide a performance bank guarantee equal to 10% of the contract value and sign a contract agreement. Warranty includes one year with an option for a five-year extended comprehensive maintenance contract.
A practical tip for bidders is to ensure timely submission of all required documents on EPADS, including scanned and original bid securities, to avoid disqualification. Also, bidders should carefully review the technical specifications and compliance requirements to ensure their equipment meets or exceeds the standards, as minor deviations affecting clinical function are not acceptable. Early registration on EPADS and participation in the pre-bid meeting on 13th April 2026 at IDAP Lahore office can provide valuable clarifications and improve bid quality.
