Pakistan LNG Limited (PLL) invites bids for the supply of LNG spot cargo on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This tender is specifically for one LNG cargo with a volumetric quantity of 140,000 cubic meters (+/-5%) to be delivered between 15 and 16 July 2026. Items being procured: - One LNG cargo of 140,000 m3 (+/-5%) The procurement is managed by Pakistan LNG Limited based in Islamabad Capital Territory. The LNG will be delivered to the PGPCL Terminal at Port Qasim, Karachi, which is Pakistan's second LNG import terminal featuring a floating storage and regasification unit (FSRU) with a storage capacity exceeding 170,000 m3 and peak regasification capacity of 750 mmscfd. Bidders must comply with the terminal regulations and port requirements as specified by the Port Qasim Authority (PQA). The technical scope includes submission of a Master Sale and Purchase Agreement (MSPA), a Standard Confirmation Notice, evidential proof of delivery of at least eight LNG cargoes in the last 24 months, and a bid bond of USD 300,000. The LNG carrier proposed must meet the port and terminal compliance requirements. Bidders must submit separate technical and commercial envelopes, with the commercial offer evaluated on the lowest contract price in US$/MMBtu. Eligibility requires PEC registration, FBR/ATL compliance, and experience in LNG cargo deliveries. The bid submission deadline is 10 July 2026 at 1400 hours PST, with technical bids opened at 1430 hours and commercial bids at 1530 hours on the same day. Bids must be submitted physically or by post/courier to the Head of LNG Procurement at Petroleum House, Islamabad. Email submissions are not allowed. A practical tip for bidders is to ensure strict compliance with the MSPA terms and timely submission of all required documents including the original MSPA within 15 days of commercial offer opening to avoid disqualification. Also, verify the latest Notice to Mariners from PQA to ensure LNG carrier compliance with port parameters. The bid bond can be reused from previous PLL LNG tenders if valid, which can save time and resources.
