Tender Description
Pakistan LNG Limited (PLL) is procuring a spot cargo of Liquefied Natural Gas (LNG) on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This procurement is specific to the supply of one LNG cargo with a volumetric quantity of approximately 140,000 cubic meters, scheduled for delivery between 20 and 21 June 2026. The tender is issued by PLL, a public sector entity under the Ministry of Energy (Petroleum Division), operating from Islamabad but with the project execution and delivery at Karachi, Sindh.
The technical scope includes the supply of LNG meeting the specifications outlined in the Master Sale and Purchase Agreement (MSPA) annexed to the bid document. Bidders must provide details of the LNG carrier, including its dimensions, cargo capacity, boil-off rate, and unloading parameters, ensuring compliance with Port Qasim Authority's regulations and terminal operating procedures. The LNG carrier must be suitable for the floating storage and regasification unit (FSRU) at the terminal. The contract price will be evaluated based on the lowest offered price in US$/MMBtu.
Eligibility criteria require bidders to have executed the MSPA with PLL, provide evidence of delivering at least eight LNG cargoes in the last 24 months, and submit a bid bond of USD 300,000 or a swift message for its issuance. Bidders must be registered with FBR and maintain a good standing with the Active Taxpayers List (ATL). The tender follows a single stage two envelope process with separate technical and commercial bids.
The bid submission deadline is 15 June 2026 at 1400 hours PST, with technical bids opened at 1430 hours the same day at Petroleum House, Islamabad.
