Tender Description
The Livestock and Dairy Development Department Quetta invites eligible bidders for the supply of medicine and related items. This procurement is specifically for the Quetta region under the Government of Balochistan. Items being procured:
- Medicine & related items (Total Item(s) Count: 580).
The technical scope includes supplying veterinary medicines that must comply with the Drug Regulatory Authority of Pakistan (DRAP) regulations. Bidders must provide valid and renewed copies of Drug Sale License A and ensure no substandard, spurious, adulterated, or mis-branded products are supplied. The medicines must have an expiry of more than 14 months at delivery and be labeled and packed according to the Drugs (Labeling and Packing) Rule, 1986. The Livestock Department reserves the right to test samples at recognized laboratories such as DTL Quetta for quality assurance. Substandard supplies will be rejected and may lead to forfeiture of bid security and legal action.
Eligibility criteria require bidders to have completed 3 assignments of similar nature and complexity worth at least PKR 30,000,000 in the last 2 years, with a turnover of at least PKR 50,000,000 in the previous 3 years. Firms must be active taxpayers with valid tax certificates and not blacklisted by any procuring agency. Joint ventures are not permissible. Authorization from manufacturers is required if the bidder is not the manufacturer. Registration with DRAP as a drug manufacturer or drug seller is mandatory.
The bid security of PKR 2,000,000 must accompany the bid in the form of a bank guarantee or deposit at a scheduled bank. The original sealed bid security must reach the office before financial bid opening. Submission is electronic only via the supplier dashboard on the EPPS system.
