Supply of POL Charges-Planes, Helicopter, Staff Cars, Motorcycles and Lubricants Framework Contract

The Punjab Highway Patrol, Lahore Region, under the Punjab Highway Patrol department, invites E-bids for the purchase and provision of items and services based on a framework contract for the financial year 2026-2027 valid until 30.06.2027. This procurement is for POL charges related to planes, helicopters, staff cars, motorcycles, and lubricants. Bidders must be persons, firms, companies, suppliers, manufacturers, or authorized dealers registered with relevant tax authorities including income tax, sales tax, and Punjab sales tax departments. The bidding documents containing all terms, conditions, specifications, and quantities can be downloaded from the Punjab E-Procurement System and PPRA website before the closing date. The entire procurement process will be electronic via the Punjab E-Procurement System. Bidders must submit their complete E-bids online by 10.11.2026 at 11:30 AM, with the opening scheduled for 10.11.2026 at 12:00 PM in the presence of bidders or their representatives. Earnest money of Rs. 148,500 (3%) is required. Performance guarantee of 5% of the contract amount will be deposited by the successful bidder. Bidders are advised to ensure timely uploading of bids well before the deadline to avoid last-minute issues. The Punjab Highway Patrol reserves the right to reject any or all bids prior to acceptance without assigning reasons. Tax deductions will be made as per government rules. E-bid validity is until the closure of the financial year 30.06.2027. Repeat orders shall not exceed 15% of the original procurement.
