Sweeping of Roads, Streets and Cleaning Open Surface Drains and Sewerage Lines (07-08) Wards, Town Committee Dighri, 6 Months Service

Town Committee Dighri invites sealed tenders for the sweeping of roads, streets, and cleaning of open surface drains and sewerage lines in Wards 07-08 for a period of six months, from 01 September 2026 to 28 February 2027. This procurement is part of the sanitation outsourcing plan for the whole jurisdiction of Town Committee Dighri, District Mirpur Khas. The work is to be executed under the department's own source funds, as per SPPRA 2010 rules and amendments. Items being procured: - Sweeping of roads, streets, and cleaning open surface drains and sewerage lines (07-08) Wards of Town Committee Dighri for 6 months (01 September 2026 to 28 February 2027) - Salary components: 10 sanitary workers (Jharo & Nali), 4 sanitary workers (sewerage line) - Management cost and SRB including all taxes for the six-month period The technical scope includes comprehensive cleaning and sweeping services, ensuring all roads, streets, and open drains in the specified wards are maintained to municipal standards. The contractor must provide a full working staff list as per estimates and ensure compliance with Sindh Environmental Protection Agency (SEPA) requirements for non-hazardous waste. Firms must be registered in the Waste Management sector, possess a valid SRB certificate (Waste Management code 9852, 0000), and be on the FBR Active Taxpayers List. Experience of at least five years in rural and municipal waste management, with two years in capacity building, is mandatory. Firms must also have completed at least 50 contracts of similar outsourcing and be registered with the Global Waste Cleaning Network (GWCWN). Audit reports for 2025 from reputable chartered accountants with UDIN code are required. Earnest money equal to 2 percent of the bid must be attached in the form of pay order or bank draft. The bid validity period is 15 days. Bids must be submitted in original plus two copies by 1:00 pm on 26-08-2026 at the Office of the Town Committee Dighri. In case of a government holiday, the tender will be received and opened on the next working day at the same time. Practical tip: Ensure all required registrations and certificates are up to date and attach all supporting documents, as incomplete submissions or missing experience/audit proofs will lead to disqualification.
