Tender Description
The Inland Revenue Service Academy Lahore is procuring comprehensive technical operation and lifecycle management services for its government-owned natatorium located in Lahore. This tender invites qualified bidders to submit their technical and financial proposals through the electronic procurement system e-PADS. Items being procured:

The scope includes all aspects of technical operations, facility lifecycle management, mechanical supervision, preventive and corrective maintenance, water quality management, and overall operational administration of the natatorium. The site is a government-owned aquatic facility requiring specialized maintenance and operational expertise.
Eligibility criteria are strict: bidders must possess a valid Pakistan Engineering Council (PEC) license in Category C-04 or higher. Registration with the Federal Board of Revenue (FBR) and the Provincial Revenue Authority (PRA) with active status on their respective Active Taxpayer Lists (ATL) is mandatory. Additionally, bidders must demonstrate a documented record of at least five consecutive years of professional experience in technical operations, facility lifecycle management, operation and maintenance (O&M), mechanical supervision, and preventive maintenance of government-owned or comparable aquatic facilities. At least two concurrently active O&M contracts within the last two years awarded by provincial/federal governments, armed forces, or autonomous bodies are required.
The deadline for submission of e-bids is **24 August 2026 at 11:00 AM**, with bid opening scheduled for 24 August 2026 at 11:30 AM. Bids must be submitted digitally via the e-PADS portal. The bid security of 5% of the financial bid must be submitted in the form of CDR or pay order in the name of the Director General Inland Revenue Service Academy.
