Tender Description
The Government of Gilgit Baltistan, through the Conservator of Forests Diamer Astore Forest Circle Chilas, invites sealed bids for the transportation of 193,852 Cubic Feet (CFT) of illegal timber from various valleys and locations within Diamer District to designated Forest Depots in the Diamer Astore Forest Circle. The timber quantity, type, and details of seized timber lying in different valleys will be provided in the bid documents. The transportation work requires bidders to submit rates on a per Cubic Foot basis inclusive of all taxes, duties, loading/unloading, and handling charges at both ends. Handwritten rates will not be accepted.
Items being procured:
- Transportation of 193,852 Cubic Feet of illegal timber from different valleys/locations of Diamer District
- Stacking of timber at various designated Forest Depots within Diamer Astore Forest Circle
The scope includes handling all loading, unloading, and transportation charges. Bidders may submit bids for transporting timber from all mentioned valleys or from one or two specific valleys only. The quoted rates must cover all handling charges including weighment, loading, unloading, and stacking into notified Forest Timber Depots. If timber is dropped en route, transportation charges will be calculated based on the actual distance transported at the lowest approved rate for the same station.
Eligibility criteria require firms to be financially stable, registered with a Government authorized entity (PEC), and have a minimum credit transaction of Rs 60 million over the last two years with a minimum closing balance of Rs 10 million. Bidders must also provide certificates of transporting timber/goods for Government, Semi-Government, or Autonomous bodies during the last three years. A 10% performance guarantee in the form of CDR/TDR from a scheduled bank is mandatory. Non-blacklisting affidavits on Rs 100 stamp paper must accompany technical bids.
Bid documents are available from the office of the Conservator of Forests during office hours until 4:00 pm on 20th September 2026. Sealed bids must be delivered to the Conservator of Forests office in Chilas by 11:00 am on 29th September 2026. Bids will be opened the same day at 12:00 pm in the presence of bidders or authorized representatives. The department reserves the right to accept or reject any or all bids under the relevant clause of GB PPRA Rules 2022.
A practical tip for bidders is to ensure all financial and technical documents are complete and submitted on time, as late or incomplete bids will not be entertained. Also, carefully review the bid documents for detailed timber quantities and conditions to prepare accurate rates.
