Transportation of Wheat for Crop Year 2025-26 in Sukkur Region

The Office of the Deputy Director Food Sukkur Region invites bids for the transportation of wheat for the crop year 2025-26. This tender is specifically for the Sukkur region, with operations centered at City Godowns New Goth Shikarpur Road, Sukkur. The procurement is managed under the Sindh E-Pak Acquisition & Disposal System (EPADS) using a Single Stage Two Envelope Procedure. Items being procured: - Transportation of wheat from various WPCs of Ghotki District - Transportation of wheat to different PRCs of Ghotki District (within district) The scope includes loading, unloading, and stacking wheat bags at centers, inside godowns, or on open plinths up to 15 to 18 bags high in the shape of gunjees. The contractor is responsible for safe handling, including protection against weather, pilferage, accidents, and axle load conditions. The contractor must ensure timely delivery and proper stacking in countable positions. Recovery of wheat cost will be enforced for any losses as per Food Department Government of Sindh Notification No.SO(W)/Recovery/2021 dated 07-05-2021. Eligibility criteria require bidders to be registered with FBR and SRB for income tax, sales tax, and services tax, and to be on the active tax payer list. Contractors must provide a complete company profile, CNIC copies, tax payer evidence, Sindh Revenue Board registration, Registrar Firm certificate, and a bank statement showing a minimum turnover of Rs. 15 million per annum for the last three years. Experience in handling wheat transportation or similar capacity work for at least three years with government or established organizations is mandatory. Transport contractors currently working with the Food Department must provide a No Dues certificate. The bid security is Rs. 300,000 at 3% of bid value, plus a tender fee of Rs. 5,000 non-refundable. Performance security at 3% of contract value is required from the successful bidder. Bids must be submitted electronically via the SPPRA E-PADS Portal by 29 July 2026 at 12:00 noon, with bid opening at 12:30 PM the same day. The original bid security and tender fee must reach the Deputy Director Food Sukkur office before the deadline. A practical tip for bidders: Ensure all documents, including the affidavit on a non-judicial stamp paper of Rs. 100, are complete and properly attested. Missing or incomplete bid security or documents will lead to rejection. Signing every page of the tender form and bid documents is mandatory to avoid disqualification.
