Tender Description
The Heavy Industries Taxila (HIT) Supply Chain Management Directorate invites bids for the procurement of turnkey ancillary infrastructure for the installation of a Coordinate Measuring Machine (CMM) at the UASF facility in Taxila Cantt. This procurement is specific to the city of Taxila and involves a comprehensive turnkey contract covering supply, civil and electrical works, commissioning, and training.
The technical scope includes the supply and installation of equipment such as an oil-free air compressor (7.5 HP, class 0), refrigerated air dryer, air filter/regulator unit, air hose and fittings, air pressure gauge, precision HVAC system maintaining 20°C ±1°C and 40-60% relative humidity, vibration isolation pads, raised anti-static flooring, digital room thermometer/hygrometer, and insulated panels for CMM room partitioning. The contractor is responsible for all civil and electrical works necessary for installation, including routing compressed air lines, HVAC ducting, and electrical connections. Commissioning and performance verification of all systems prior to CMM installation are mandatory, along with provision of operation and maintenance documentation and training of facility staff.
Eligibility criteria require firms to possess NTN certificates, be registered or provisionally registered with HIT, and comply with the DPP&I-35 regulations. Firms must submit audited financial reports for the last three financial years, bank statements, CNIC copies of CEO/Director, and a certificate confirming non-blacklisting and eligibility. Bid security in the form of CDR, bank draft, or pay order is mandatory. The bid validity period is 180 days, extendable by 90 days. The contract duration is one month after signing.
Key dates include the bid submission deadline on 08 May 2026 at 10:30 hours and bid opening at 11:00 hours the same day. Bids must be submitted at Gate No 5, Heavy Industries Taxila, Taxila Cantt. Postal order of Rs 2000/- must accompany the technical bid. The tender follows the Single Stage Two Envelope procurement method, requiring separate sealed envelopes for technical and financial proposals.
A practical tip for bidders is to ensure strict compliance with the mandatory conditions outlined in the IT documents, including submission of all required documents and bid security. Non-compliance or late submission will lead to rejection. Firms should also prepare for the technical scrutiny phase by providing complete and accurate technical data, OEM certificates, and ensure the bid security envelope is properly sealed and included in the technical proposal. Early clarification requests to the Supply Chain Management Directorate are advisable to avoid last-minute issues.
