Up-gradation of RPO of Directorate General of Immigration & Passport HQ, Islamabad

The Directorate General Immigration & Passports (Directorate General of Immigration and Passports) invites sealed bids for the Up-gradation of RPO of Directorate General of Immigration & Passport HQ located in Islamabad with execution works at RPO Swat, Khyber Pakhtunkhwa. This procurement is planned for the financial year 2026-27 and will be conducted through the National Single Stage-Two Envelope bidding procedure using Least Cost Based Selection (LCBS) technique. Items being procured include extensive civil works and renovations such as ceiling, tiling, painting, new slab construction, complete washrooms with water supply and sewerage lines for male and female, glass partition work, windows, automatic sliding glass doors, glass swing doors, dry wall partitions, electrical works including lights, fans, wiring and cabling, wooden fixtures, sinology, plantation work, CCTV installation, and various finishing works across multiple rooms including AD room, washrooms, conference room, locker room, rest rooms, cashier room, scanning room, server room, kitchen, lobby, record room, parapet wall tile cladding, marble replacement, staircases, rooftop repairs, external works including gates, tuff tiles, drainage, garden setting, guard room, septic tank, dismantling work, and IT equipment including computer systems and LED generation. The technical scope covers site up-gradation and renovation works at RPO Swat with a delivery schedule of 112 days. The successful bidder must have PEC registration under category C2 with relevant codes, a minimum of 25 years' experience in government or semi-government construction works, and must have executed at least 20 projects valued at PKR 1000 million or above in the last 10 years. Additionally, bidders must have executed at least 2 site up-gradation projects with DGIP in the last 3 years and maintain head offices in Islamabad and a branch office in Swat. All bids must be submitted electronically through the EPADS v2.0 portal by Wednesday, November 11, 2026 at 11:30 AM. Manual submissions will not be accepted. Bid security must be submitted as per the bidding documents in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft. The bid opening will take place on the same day at 12:00 PM via EPADS v2.0.
