Tender Description
District Council Vehari invites electronic bids for development schemes on an item-rate basis through Single Stage–Two Envelope (SSTE) procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014 (as amended). Eligible Engineering Firms/Contractors registered on the Punjab e-Procurement System (eP) are invited to participate.
Items being procured:
- Upgradation of Clean & Green Park and Slaughter House in Vehari City (Remaining Works) with estimated cost Rs. 35.833 Million
- Providing & Installation of Solar system at Disposal works, Tibba Sultan pur, Jalla Jeem, Karam Pur and Fadda with estimated cost Rs. 27.02 Million
The scope includes upgrading park and slaughterhouse facilities and installing solar power systems at multiple disposal sites. Bidders must possess valid Pakistan Engineering Council (PEC) licenses for the Financial Year 2026-27 and meet all eligibility and technical qualification requirements as per bidding documents. The procurement will be conducted electronically via the Punjab e-Procurement System (eP) strictly following Punjab Procurement Rules, 2014, PPRA Regulations, and instructions.
Technical proposals will be opened on 10-11-2026 at 11:30 AM, with submission deadline at 11:00 AM the same day. Bid security equal to 5% of the estimated cost must be submitted digitally via e-Bank Guarantee through the e-Procurement portal. Physical bid securities such as CDR or Pay Order will not be accepted. Bidders should ensure compliance with all bidding conditions including performance security and bid validity.
Interested bidders should download detailed bidding documents free of cost from the Punjab e-Procurement System and PPRA Punjab website. Only electronic submissions via the portal will be entertained; manual submissions are not allowed.
A practical tip for bidders: Carefully review the BOQ/DNIT and quote unit rates individually for each item rather than percentages to avoid disqualification. Ensure timely submission through the e-Procurement portal to avoid rejection.
