Tender Description
The Cantonment Board Okara invites electronic bids through the PPRA E-PADS 2.0 portal for original construction and annual maintenance/repair works for the financial year 2026-27. These works are based on the MES Schedule of Rates 2025 (amended to date) and will be procured on a percentage above/below or at par basis using the Single Stage Single Envelope procedure under Rule 36(a) of the PPRA Rules 2004 (as amended).
Items being procured:
- Construction of 2x Residence for Class III staff (Rs. 31.93 Million)
- Annual Maintenance & Repair of Cantt Fund Buildings (Rs. 4.00 Million)
- Annual Maintenance & Repair of Roads (Rs. 2.00 Million)
- Annual Maintenance & Repair of Drains (Rs. 1.50 Million)
- Annual Maintenance & Repair of Water Supply (Rs. 1.00 Million)
- Annual Maintenance & Repair of Miscellaneous Public Improvement (Rs. 3.00 Million)
The scope includes original construction and comprehensive maintenance and repair works across various infrastructure components within Okara Cantonment. Contractors must be registered with the Pakistan Engineering Council (PEC) under relevant codes and categories, possess valid NTN and STRN numbers, and comply with all registration requirements on the PPRA E-PADS 2.0 platform. Earnest money in the form of Call Deposit Receipt (CDR) is mandatory as specified against each work, payable to the Cantt Executive Officer, Cantonment Board Okara. The CDR must be from a scheduled bank and clearly mention the firm's name. Uploading scanned copies of the bid security on E-PADS is required, with originals submitted three days prior to bid opening. Pay Orders are not acceptable.
Bids will be evaluated per PPRA rules and the terms outlined in the notice. The deadline for online bid submission is 10 November 2026 at 1200 hours, with electronic opening at 1400 hours the same day. In case of holidays, the opening will be deferred to the next working day. Bidders quoting less than 10% below the NIT amount must submit additional performance security equal to the difference minus 10% of the NIT amount. The Cantonment Board reserves the right to reject any or all bids prior to approval as per PPRA Rule 33. The quantity of work may vary as per PPRA rules, and the lowest bidder will be bound to execute the work at quoted rates for FY 2026-27.
A practical tip for bidders is to ensure timely registration and document verification on the E-PADS portal to avoid disqualification. Also, carefully prepare the bid security instruments as per instructions to prevent rejection. This tender offers a significant opportunity for PEC-registered contractors to engage in diverse civil works within Okara Cantonment.
