Tender Description
The Integrated Disease Surveillance and Response System (IDSRS) Project, National Institute of Health (NIH), Islamabad, invites sealed financial quotations from pre-qualified firms for the turnkey upgradation and renovation of Public Health Laboratories at Gilgit-Baltistan, specifically at Chillas, Skardu, and Gilgit. This procurement is conducted as a single lot comprising three sites, and the contract will be awarded to one bidder only.\n\nItems being procured:\n- Upgradation and renovation of Public Health Laboratory at RHQ Hospital Chilas\n- Upgradation and renovation of Public Health Laboratory at RHQ Hospital Skardu\n- Upgradation and renovation of Public Health Laboratory at RHQ Hospital Gilgit\n\nThe scope includes civil renovation works, flooring, walls and ceilings, laboratory furniture and fixtures, electrical systems, HVAC installations, plumbing works, RO/distilled water systems, IT and communication systems, CCTV, power backup arrangements, testing, commissioning, and final handover at each site. The successful bidder shall provide all materials, labor, tools, equipment, supervision, transportation, installation, testing, commissioning, debris removal, site clearance, and all incidental services required for complete and functional delivery of the works on Delivered Duty Paid (DDP) basis at each site.\n\nEligibility criteria require valid PEC registration (category C-2 or above), FBR registration with NTN and ATL status, and no blacklisting. The contract duration is 120 calendar days from the commencement date, with a defects liability period of 12 months. Payment will be milestone-based against certified physical progress, with mobilization advance of 5% recoverable from payments.\n\nBidders must submit financial quotations strictly as per the item-wise priced BOQs for all three sites, with unconditional acceptance of the BOQs and contract terms. Submission is through the EPADS portal only by October 22, 2026, 12:30 PM. The Procuring Agency reserves the right to reject any or all bids in accordance with PPRA rules.\n\nA practical tip for bidders: Ensure thorough site visits and detailed review of the BOQs and specifications to accurately price all items, considering the remote and hilly terrain logistics and climatic conditions of Gilgit-Baltistan, to avoid any claims or disputes post-award.
