Tender Description
The 301 Central Base Spares Depot EME Rawalpindi is procuring a comprehensive range of vehicle and equipment spares specifically for military and defense applications. This procurement targets items such as APC M113A1 parts, ARV M88A1 components, emergency equipment, communication equipment, and generator sets. The depot is located in Rawalpindi, Punjab, and invites technically capable and financially sound firms to participate in this tender.
The technical scope includes brand new stores from approved manufacturers or OEMs with complete documentation including installation, training, commissioning, software updates, and all relevant manuals. The procurement follows a single stage two envelope bidding procedure requiring separate technical and commercial offers. Firms must submit detailed technical offers with proof of source, agency agreements, and financial capability documents. The tender emphasizes strict compliance with PPRA rules, including earnest money in the form of a CDR amounting to Rs 1 million, and requires firms to be registered with the 301 Central Base Spares Depot EME or complete registration within ten days of tender opening.
Eligibility criteria include valid PEC registration, FBR/ATL registration, and experience in supplying defense-related spares. Only ITD Directorate, GHQ, and HIT approved brands are acceptable for indigenous items. The tender opening is scheduled for 23 April 2026, with technical offers opening at 1300 hours and commercial offers to be opened later for technically qualified firms. Submissions must be sealed and addressed to the Local Purchase Officer at the depot.
A practical tip for bidders is to ensure no columns are left blank in the technical and commercial offers and to attach a quoted/not quoted list with the technical offer. This prevents rejection on technical grounds. Also, submitting the soft copy on CD/USB in the specified format is mandatory. Firms should carefully read all terms and conditions to avoid disqualification due to non-compliance or incomplete documentation.
