Tender Description
This tender invites proposals from private sector firms in Balochistan for establishing Vehicle Inspection and Certification Centers using existing private workshops and facilities. The Transport Department, Government of Balochistan, is spearheading this initiative to enhance road safety, environmental protection, and vehicle fitness compliance across the province.
The scope requires firms with established vehicle workshops or inspection facilities equipped with adequate capacity, qualified technical staff, and modern inspection/testing equipment. These centers will be authorized to conduct vehicle inspections and issue Vehicle Inspection Certificates (VICs) in line with government standards and regulatory requirements. The initiative aims to leverage private sector expertise to ensure vehicles meet prescribed safety and environmental standards.
Interested firms should ensure they meet all technical standards and regulatory approvals mandated by the Transport Department. While the tender does not specify PEC categories or FBR/ATL requirements explicitly, firms should maintain valid registrations and tax compliance for the 2025-26 financial year to avoid disqualification. It is advisable to prepare a detailed business plan including project concept, rationale, market study, and financial estimates to strengthen the submission.
The deadline for submission of Expression of Interest (EOI) along with the business plan is set for the 9th of March, 2026. EOIs must be submitted in sealed envelopes to the address provided by the Transport Department. The opening of submissions will follow the closing date as per departmental procedures.
Pro-Tip: Make sure to carefully review the technical standards and regulatory requirements issued by the Transport Department to avoid common pitfalls. Also, check the newspaper advertisement for any specific Earnest Money or Call Deposit Receipt (CDR) requirements which are often overlooked in such tenders.
