Pakistan Ordnance Factories (PoFs) is inviting experienced and eligible vendors to submit pre-qualification proposals for the provision of advanced Web Hosting and Email Services along with Disaster Recovery, Web Application Security, Email Protection, and Anti-Spam Solutions. This tender is aimed at identifying competent and technically capable vendors who will be invited to participate in the subsequent tendering process. Items being procured: - Secure, scalable, and high-availability web hosting services with a minimum of 99.9% uptime SLA - Support for PHP, MySQL-based applications on Linux (Ubuntu) servers - Full-featured web hosting control panels (cPanel/WHM) with user and admin levels - Secure FTP and SSH access for site administration - Dedicated resources or Virtual Private Server (VPS) hosting with isolation for performance and security - Reliable and secure email hosting (IMAP/POP3/SMTP) with protection against spam, phishing, malware, and spoofing (Axigen Webmail) - Centralized email administration dashboard with policy enforcement, user/group controls, and logging - Web Application Firewall (WAF) deployment and management protecting against OWASP Top 10 vulnerabilities - Comprehensive DDoS protection and advanced bot management with integrated Content Delivery Network (CDN) support - Intelligent load balancing with real-time performance monitoring and automated alerts - Built-in SSL management with automated certificate renewals - Email protection with anti-spam filters (Spam Titan Plus), anti-virus scanning, and domain-based message authentication (SPF, DKIM, DMARC) - Regular automated and manual backups, version control, and snapshot recovery options (Acronis Cyber Protect Cloud) - Disaster recovery mechanisms and geo-redundant failover capabilities - Centralized monitoring and alerting system with real-time dashboards and reporting tools - LogRhythm Security Information and Event Management (SIEM) solution for centralized security monitoring, threat detection, incident response, and compliance reporting The technical scope requires vendors to provide robust, secure, and scalable hosting infrastructure based in Pakistan to ensure local data residency and low latency. The service must include 24/7 technical support via multiple channels and clearly defined SLAs with penalties for non-compliance. Vendors must demonstrate experience with at least 3 years in web hosting, email services, and cybersecurity solutions, with a proven track record of at least 5 similar projects preferably in the public sector. Compliance with ISO/IEC certifications related to information security and cloud services is mandatory. Financial capability and FBR/ATL registration are required.
