Tender Description
Peshawar Electric Supply Company (PESCO) invites qualified consultants in Peshawar, Khyber Pakhtunkhwa, to conduct a comprehensive yardstick study for HR requirements. This consultancy focuses on organizational structure, staffing levels, and skill requirements aligned with electric power distribution functions.
The assignment involves detailed analysis of PESCO's organizational functions, including feeder length, consumer mix, technical losses, and system reliability. Consultants will assess the impact of advanced technologies like AMI, smart grids, distribution automation, EMS, CIS, GIS, and data analytics on staffing needs. The study aims to recommend optimal staffing levels, qualifications, and experience, ensuring alignment with industry best practices and regulatory standards.
Consultants must be registered with SECP, FBR, and KPRA, and demonstrate relevant experience in organizational design and benchmarking for electric distribution companies. The evaluation will consider methodology, work plan, key experts' qualifications, and timelines. PEC registration and active tax status are mandatory, and firms must not be blacklisted or have pending litigation.
Submission deadline is on the 8th of October, 2025 at 11:00 AM, with proposals to be submitted via the PPRA Electronic Procurement and Disposal System (EPADS).
