Youth Development Package and Establishment of Youth Facilities in Khyber Pakhtunkhwa

The Sports and Youth Affairs Department of Khyber Pakhtunkhwa invites electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) for multiple youth development projects under the Youth Development Package. These projects are located in various districts including Parachinar, Dera Ismail Khan, and Peshawar, with the main office at Peshawar Sports Complex near Saddar Peshawar Cantt. Items being procured: - Establishment of Jawan Markaz at Headquarters Parachinar (ADP NO. 195223) - Establishment of Female Gymnasium and Fitness Club near Baisakhi Football Ground D.I. Khan (ADP NO. 251026) - Construction of Horse-Riding Club at Peshawar and D.I. Khan (ADP NO. 240305) The scope includes construction and establishment of youth facilities such as gymnasiums, fitness clubs, and horse-riding clubs according to MRS-2025 standards. Bidders must have active registration with Pakistan Engineering Council (PEC) in categories C3 and C4 as applicable, and must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and on the Active Taxpayer List (ATL). Experience of at least two similar projects in the last five years, each not less than 70% of the engineer's estimate, is mandatory. Earnest money of 2% of the estimated cost is required as bid security. Bids must be submitted electronically via the EPADS portal by 22nd September 2026 before 12:00 PM. The technical bid opening will follow on the same day at specified times for each project. Hard copies of CDRs must reach the Directorate of Works & Implementation office before the deadline. The procurement follows the Single Stage Two Envelope procedure under KPPRA Rules 2014. A practical tip for bidders: Ensure your bid rates are quoted "ABOVE/BELOW/AT PAR" with only two decimal places as per MRS-2025 and NSI items, and submit all required documents including bid security and no litigation certificate timely to avoid disqualification.
