Tender Description
The Lahore Electric Supply Company (Material Management) invites bids for the supply of 400-KVA Distribution Transformers for the financial year 2026-27. This procurement is specifically for delivery to regional stores located at Shalamar, Walgon Sohail, and Pattoki in Lahore. Items being procured:
- 400-KVA Distribution Transformers (160 Nos total)
The transformers must comply strictly with Specification No. DDS-84:2020 (Amended to date) as per NGC/PPMC standards. Prototype approval from the Stands & Specifications Department of PPMC is mandatory. If the bidder does not possess a valid prototype approval within the last three years, they must obtain it before mass production. The prototype testing process includes submission of samples within 30 days of contract signing, with liquidated damages applicable for delays. Failure of prototype samples may lead to contract cancellation and forfeiture of performance security. The transformers will undergo factory acceptance testing and pre-delivery third-party validation tests, including random sampling for iron and copper losses. The cost of transportation for testing is borne by the supplier, while testing costs are borne by LESCO. The supplier must provide all reasonable facilities for inspection and testing at their premises.
Eligibility requires registration with FBR (Active Taxpayer List), valid ISO-18001/ISO-45001 certificates, prequalification with LESCO or WAPDA formations, and compliance with all bidding document terms. Bid security must be submitted in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft. The bid validity period is 56 days. Delivery schedule is divided into four lots: 40 units within 75 days, and three subsequent lots of 40 units each within 45 days each. Early supply is acceptable.
Bids must be submitted electronically via EPADS v2.0 by August 17, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The procuring agency reserves the right to reject any or all bids.
A practical tip for bidders: Ensure timely submission of prototype samples and all required documentation including bid security and technical compliance certificates to avoid disqualification. Registration on EPADS v2.0 and familiarity with the e-bidding process is essential for participation.
