Tender Description
The Multan Electric Power Company (MEPCO) is inviting bids for the supply of 50 KVA Distribution Transformers under contract reference P65825. This procurement is planned for the financial year 2026-27 and will be executed in Multan, Punjab. The procurement follows the Public Procurement Rules, 2004, and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform.
Items being procured:
- 50 KVA Distribution Transformers (Quantity: 201 units)
The transformers must conform to the NTDC specification DDS-84:2020 (amended to date) and be supplied on a free delivery at consignee's stores (FCS) basis including all taxes, duties, 0.5% inspection charges, and GST. Delivery is to MEPCO Regional Stores in Multan, Bahawalpur, Sahiwal, and D.G. Khan. The supply schedule requires 50% of the quantity within 60 days and the remaining 50% within 90 days or earlier.
Technical scope includes compliance with WAPDA/PEPCO/NTDC standards, inspection at supplier premises by Chief Engineer (M.I) Lahore or authorized representatives, and random testing of up to 5% of transformers at EHV Lab Rawat to verify iron and copper losses. The supplier bears transportation costs for testing samples. Failure in tests beyond quoted losses will result in rejection of the entire lot.
Eligibility criteria require valid PEC registration, FBR/ATL registration, satisfactory supply record with MEPCO/DISCOs, and no blacklisting. Bidders must submit bid security and performance guarantee as per tender conditions. The bid validity period is 75 days from the opening date. Bids must be submitted online via EPADS v2.0 by August 3, 2026, 02:45 PM, with bid opening at 03:15 PM the same day.
The tender emphasizes firm and final pricing inclusive of all applicable taxes and charges. Partial deliveries and payments are allowed. The bidder must provide warranty for 24 months covering defects and non-conformance. Liquidated damages apply for delayed delivery at 2% per month up to 10% of contract value.
A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 platform and provide all required documentation including bid security in original form physically before the deadline to avoid disqualification. Early preparation for inspection and compliance with technical specifications will enhance chances of successful bid evaluation.
This tender offers a significant opportunity for suppliers of electrical distribution transformers to engage with MEPCO in Punjab, Pakistan, under transparent and regulated procurement procedures.
