Tender Description
The Communication & Works Department, Government of Punjab, Lahore invites bids for the addition and alteration works in Ministers Residences located in GOR-I Lahore, specifically the Annexe Building 4-Upper in GOR-I Lahore. The procurement is conducted through the Punjab e-Procurement System at https://ep.punjab.gov.pk, ensuring transparency and ease of submission.

The project involves civil works for the specified building with a time limit of 3 months. Contractors/firms must be enlisted or renewed with PEC for the current financial year in category C6 or above, having specialized codes CE09 or CE10. The original PEC license with relevant specialization codes must be produced. The bid security of 5% of the estimated cost must be submitted electronically via the Punjab e-Procurement System. Manual bids or physical financial instruments including Call Deposit Receipts will not be accepted.
Technical and financial bids must be submitted online by 29th September 2026 till 01:00 PM. The opening of technical bids will be on the same day at 01:30 PM in the office of the Commissioner Lahore Division in the presence of bidders or their representatives with attested Power of Attorney. Financial bids opening date will be conveyed after evaluation through EPADS.
Bidders are advised to carefully follow the Punjab Procurement Regulatory Authority (PPRA) rules and ensure all documents and bid securities are submitted as prescribed. The procuring agency reserves the right to reject any or all bids prior to acceptance without assigning reasons.
A practical tip for bidders: Ensure your PEC license specialization codes match exactly as required and submit your bid security electronically to avoid disqualification. Also, register early on the Punjab e-Procurement System to avoid last-minute technical issues.
