Tender Description
The **W&S College Education Works Division Karachi** is procuring works for the addition, rehabilitation, and missing facilities of existing colleges in the Karachi region, specifically at Govt. Nabi Bagh College Saddar. This project is part of the 2025-26 ADP Programme under SDG#4 and is funded by the Provincial Government through the College Education Department Administration.
The technical scope includes extensive civil works such as dismantling cement concrete, block masonry, plastering, excavation, reinforced cement concrete work, steel reinforcement, joinery, painting, flooring with tiles and marble, UPVC framing, anti-termite treatment, and installation of sanitary fittings. The project also covers structural repairs, finishing works, and installation of fiber glass sun shades. The scale of work is significant with an estimated cost of **PKR 18.9 million** and a contract period of 24 months from the commencement date.
Eligibility criteria require bidders to be registered with the Pakistan Engineering Council (PEC) in the relevant category, possess valid NTN and SRB certificates, and have at least five years of experience in similar works. Bidders must also provide evidence of financial soundness, including audited financial statements and tax returns for the last five years. Technical bids will be evaluated on a pass/fail basis with a minimum qualifying score of 75 marks, covering professional experience, financial soundness, personnel capabilities, and equipment availability.

The technical bid will be opened first, followed by the financial bid of technically qualified bidders.
