Tender Description
The **W&S College Education Works Division Karachi** is procuring works for the addition, rehabilitation, and missing facilities of existing colleges in the Karachi region, specifically at Sirajuddin Daula Govt College Liaqutabad. This procurement is part of the 2025-26 ADP Programme under the College Education Department Administration funded by the Provincial Government of Sindh.
The technical scope includes dismantling of cement concrete, block masonry, tiles, and old paint; excavation and foundation works; cement concrete block masonry; plastering; installation of G.I. frames for doors and windows; joinery works; laying of porcelain and marble tiles; painting; stone cladding; water supply and sanitary fittings including W.C. pans, lavatory basins, floor traps, valves, and UPVC piping. The contract also covers the installation of fiber glass sun shades and other civil works as detailed in the Bill of Quantities.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category for contracts above Rs. 4 million, possess valid NTN and SRB certificates, ISO 9001 & 45001 certifications, and have a minimum of five years' experience in similar works. Financial soundness is required with working capital and turnover supporting the estimated cost. Technical personnel must be qualified and registered with PEC, and bidders must own or lease necessary equipment such as concrete mixers, vibrators, earth rammers, and scaffolding.
The tender follows a Single Stage – Two Envelope Procedure. Technical bids will be evaluated first, and only those qualifying will have their financial bids opened. The bid security is Rs. 1,865,000 and performance security is 5% of the bid amount. The contract duration is 24 months from the commencement date.
Bids must be submitted by **28th April 2026 at 11:00 am** at the office located at 95 Depot Lines, behind Coast Guard Headquarters, Karachi. The bid opening will be at 12:00 pm the same day. Bidders are advised to carefully prepare their technical proposals with all mandatory documents and ensure timely submission.
