Concession to Establish and Operate Main Airport Taxi / Cab Service at Jinnah International Airport Karachi

Pakistan Airports Authority (PAA) invites bids for the concession to establish and operate the main Airport Taxi / Cab Service at Jinnah International Airport Karachi. This opportunity is for a period of five (05) years with a 10% annual enhancement on the cumulative basis during subsequent years. The concession includes outsourcing of two counters, each measuring 40 sqft, located at Level-I Room Shed and one each inside the Jinnah Domestic and International Terminal Arrival Lounges at JIAP Karachi. Items being procured: - Establish and operate main Airport Taxi / Cab Service - Two counters at Level-I, each 40 sqft - One counter inside Jinnah Domestic Terminal Arrival Lounge - One counter inside Jinnah International Terminal Arrival Lounge The technical scope requires bidders to have relevant experience, good reputation, and sound financial background. Eligibility criteria assign 80% weightage to technical evaluation. Bidders must be registered companies, firms, joint ventures, or sole proprietors. Tender forms can be obtained upon written request with CNIC and NTN certificates and payment of Rs. 5,000/- non-refundable via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Bids must be submitted in sealed envelopes separately marked as Technical Offer and Financial Offer, placed together in one envelope specifying the tender subject. Submission is at the Box placed in the Main Conference Room (Room No.6035) at Level-VI, Jinnah Terminal, JIAP Karachi by 22-10-2026 at 1500 hrs. Technical bids will be opened at 1530 hrs the same day. Late or conditional bids will not be entertained. Advance Income Tax will be deducted under Section 236-A of Income Tax Ordinance 2001. Defaulters of PAA dues are ineligible. Submission of fake documents or pay orders will lead to cancellation and blacklisting. Outstanding dues must be cleared before financial bid opening.
