Annual Tender for Procurement of Stationery, Misc, Livery Items and Telephone Accessories

The Cabinet Division Islamabad Capital Territory invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the Annual Tender for Procurement of Stationery, Miscellaneous items, Livery items, and Telephone Accessories for the financial year 2026-27. This procurement is planned under the National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured include a comprehensive list of stationery such as AA paper in various sizes and weights, ball point pens, binding clips and tapes, color flags and pins, envelopes of multiple sizes and types, erasers, file covers and flappers, gel pens, notebooks with emboss printing, gum bottles, highlighters, ink bottles, markers, masking tapes, meeting folders and pads, note books and pads with printing, office pins, scissors, paper cutters, paper tapes, peon books, pin removers, registers, ring folders, rubber tip pencils, steel scales, Scotch tapes, self-adhesive notes, sharpeners, single and double hole punches, stamp pads, stapler machines and pins, table sets, tags, tape dispensers, white board markers, various pens including Schneider and Uni Ball, and more. Miscellaneous items include AC electric wires and pipes, acid for toilet cleaner, air fresheners, back care products, bar soaps, insect killers, car dusters, body polish, brooms, calculators, car flags, cells for airwick machines, dashboard polish, detergent powder, dust bins, dusters, remote bells, electric kettles, extension leads, face masks, file boxes, stamps, forks, glass cleaners, green summary boxes, liquid soaps, jug covers, curry plates, lead seals, light plugs, multi power plugs, name plates, flags, pencils, phenyl, power plugs, plates, rice spoons, rubber stamps, sanitizers, shampoo bottles, suttli binding ropes, tea sets, thermos flasks, tissue boxes and papers, towels, trays, tumblers, umbrellas, wall clocks, water coolers, dettol, and various electrical and cleaning supplies. Livery items include white shalwar kameez with stitching, service shoes, black waist coats, Jinnah caps, white gloves, helmets, rain coats, rain shoes, and leather gloves for designated staff. Telephone accessories include adapters for steno sets, line cords for steno and ordinary telephone sets, receiver cords, Rozitt wires, and telephone wire rolls. The technical scope requires all goods to meet specified quality standards, with original packing and best quality materials as per samples. Delivery is to be made within 7 days to the Cabinet Division office at Room 1038-E(IT Centre), Cabinet Block, Cabinet Secretariat, Islamabad. Eligibility criteria include valid registration certificates, NTN and ATL status, sales tax registration, affidavit of non-blacklisting, and compliance with labor laws including EOBI and social security. Bidders must have financial capability, relevant experience, and meet the evaluation criteria based on financial position, company outreach, management capabilities, delivery time, and manufacturing/import authorization. Bids must be submitted electronically via EPADS v2.0 by Monday, September 7, 2026 at 11:00 AM.
