Tender Description
The Directorate General of Customs Valuation, Karachi (Pakistan Customs) is procuring annual subscriptions for internationally acclaimed online publications for the financial year 2026-27. This procurement is specifically for Karachi and aims to support customs valuation under Section 25A of the Customs Act, 1969 by providing access to reliable international market prices, trade data, and analytical tools.
The scope includes provision of 24/7 uninterrupted online access to subscribed databases, daily price updates, historical data archives, analytical dashboards, downloadable reports, technical support, and training for officials. The required subscriptions cover a range of sectors including food and agriculture commodities, chemicals, polymers, metals, energy, pulp and paper, and more from reputed sources such as S&P Global, ICIS, Argus, and Shanghai Metal.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) for Income and Sales Tax, be on the Active Taxpayer List (ATL), and not blacklisted by any government or semi-government entity. Experience in providing online subscription or database services is mandatory. Bidders must submit a bid security of 5% of the quoted value in the form of Pay Order or Demand Draft.
Bids must be submitted electronically through EPADS v2.0 by Monday, May 25, 2026, at 3:00 PM. The technical proposals will be opened first, followed by financial proposals of technically qualified bidders on the same day. Manual submissions are not accepted. The Directorate General of Customs Valuation reserves the right to accept or reject any or all bids and to modify the scope as per PPRA rules.
A practical tip for bidders is to ensure timely registration and familiarity with the EPADS v2.0 platform to avoid technical difficulties during submission. Also, prepare all required documents including bid security and ensure compliance with FBR registration and ATL status to avoid disqualification.
