Tender Description
The National Institute of Cardiovascular Diseases (NICVD), Karachi, invites bids for the Annual Tender for Supply of Surgical & Disposable Items (PEADS) for the fiscal year 2026-2027. This procurement is conducted under the Single Stage – Two Envelope Procedure as per Rule 46 (2) of the Sindh Public Procurement Rules, 2010 (Amended 2019). Bidders must submit electronic bids via the EPADS SPPRA portal; no physical bids will be accepted. It is mandatory for all bidders to be registered on EPADS SPPRA.
Items being procured include a comprehensive list of surgical and disposable medical supplies such as Aortic Cannulas in various sizes, ASD Patch for Decron Fabric, Chest Tubes (14FR to 22FR), Colostomy Bag Paeds Set, Pericardial Sumps, Foley Catheters (sizes 06F to 14F), Right Angel Venous Cannulas, Venous Cannulas wire reinforced, Vent Catheters, Yankur Nozals, Oxygenators with tubing of various membrane surface areas, Bovine Pericardium patches, Vascular Grafts of different sizes and lengths, PTFE Vascular Grafts, PTFE Membranes, Chest Tubes, Hemo Concentrators, HME Filters, High Flow Nasal Cannulas, Peritoneal Dialysis Catheters and Solutions, and AMBU Bags for infants among others.
The technical scope requires that all goods must be new, CE Marked / FDA & DRAP approved where applicable, and comply with detailed technical specifications. Samples must be submitted three days prior to technical bid opening. Delivery timelines are 30 days for local items and 90 days for imported items. Bidders must be manufacturers, importers, or their authorized distributors with valid registration and active taxpayer status. Earnest Money of 2% of the bid price is required in the form of call deposit, pay order, or bank guarantee. The contract includes a 12-month warranty period and requires performance security of 3% of the contract price.
Bids will be evaluated on technical and financial criteria with a minimum technical score of 70% required to qualify for financial bid opening. The NICVD reserves the right to accept or reject any or all bids and to vary quantities without change in unit price. The submission deadline is **23-09-2026 at 10:30 A.M.** with bid opening on the same day at 11:00 A.M. Bids must be submitted electronically to the NICVD procurement department at Rafiqui H.J Shaheed Road, Karachi.
