Tender Description
Binor Patients Welfare Society (BPWS) Pharmacy invites sealed bids from eligible and qualified manufacturers, importers, and distributors for the supply of anti-cancer medicines. This procurement is being conducted under a single stage two envelope procedure, and all bidders must hold the necessary licenses and approvals as required by the relevant authorities. Bidders must also be listed on the Active Taxpayers List (ATL) of FBR.
Items being procured:
- Anti-cancer medicines (specific item list not provided in the notice; bidders are to refer to the attached sheet or contact BPWS pharmacy for details)
The technical scope includes the supply of anti-cancer medicines with strict requirements for product registration (US FDA, EMA, MHRA UK, TGA Australia, PHARMAC New Zealand, PMDA Japan, Swiss-Medics Switzerland, Health Canada, HAS Singapore, and others), bio-availability/bio-equivalence certificates, clinical trial documentation, cold chain facility compliance, current GMP certificates, and past performance with major hospitals. Medicines must be quoted in unit cost per tab, capsule, or injection, and only those with a minimum of six months expiry will be accepted. The supplier is responsible for maintaining the cold chain and replacing any short expiry medicines with fresh stock.
Eligibility criteria require all bidders to be on the ATL, and the earnest money is **PKR 500,000** in favor of BPWS. The validity of the tender is for 12 months from the date of award, extendable by mutual consent. Payment will be made monthly, based on the sale of medicines and payment from SLIC. Suppliers with a bad reputation or blacklisting by any government organization will not be entertained. Income tax and GST will be deducted as per government rules.
Bids must be submitted in the prescribed format, available from BPWS pharmacy, within 15 days of publication on PPRA. A pre-bid meeting will be held on **15/10/2026 at 12:30pm** at the Binor auditorium. Passing marks in technical evaluation are 45 out of 80. Manufacturer or importer bids submitted directly will receive an additional 5 marks.
