Tender Description
Pakistan LNG Limited (MOE) invites qualified audit and technical firms to submit proposals for the appointment of an audit/technical firm to carry out the Retainage Audit of the PGPCL LNG Terminal located at Port Muhammad Bin Qasim, Karachi. This consultancy service is critical for verifying the quantities of LNG and RLNG, including boil-off gas, losses, and flaring, in accordance with the Operation and Services Agreement (OSA) and applicable international standards.
Items being procured:
- Retainage Audit for Year 2026 (1 January 2026 to 31 December 2026)
- Retainage Audit for Year 2027 (1 January 2027 to 31 December 2027)
- Retainage Audit for Year 2028 (1 January 2028 to 31 December 2028)
The scope includes daily verification of gas quantities used, lost, or flared; reconciliation of LNG supplied and RLNG received; mass balancing; calibration checks of measurement instruments; and preparation of detailed audit reports covering monthly and yearly retainage figures in MMBTU. The audit must follow standards such as GIIGNL LNG Custody Transfer Handbook, ISO 6976, GPA 2172, and SIGTTO guidelines.
Eligible bidders include partnership firms and companies registered with FBR (NTN and GSTN). The procurement will follow a National Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS). Bidders must submit proposals through the EPADS v2.0 portal by **November 4, 2026, 03:00 PM**. Manual submissions will not be accepted. Bid security in the form of Pay Order or Demand Draft is required.
The contract duration is 90 to 120 days per audit year. The successful firm will be required to provide a performance guarantee of 10% of the contract value. Technical evaluation will consider experience, qualifications of key experts, methodology, and accreditations. Financial proposals will be evaluated based on the total quoted price for all three audit years.
For submission, bidders must register on EPADS v2.0 and submit their bids online. The contact person for queries is the Head of Technical at Pakistan LNG Limited, reachable at +92-334-388-3989 or muhammad.asad@paklng.com. The office is located at Office No 211, First Floor, Razziq International, W-2/10, NorthWest Industrial Zone, Port Qasim, Karachi.
A practical tip for bidders: Ensure your technical proposal clearly demonstrates your firm's experience with LNG retainage audits and includes detailed CVs of key experts to meet the minimum technical score of 70%. Early registration on EPADS v2.0 is advised to avoid last-minute submission issues.
