Hiring of Senior and Junior Corporate Legal Consultants for Capital Development Authority

The Capital Development Authority (CDA) invites electronic bids on a single stage two envelope basis using Quality & Cost Based Selection (QCBS) for hiring corporate Legal Consultants. The positions available are Senior Corporate Legal Consultant and Junior Corporate Legal Consultant, each for a duration of one year. Details regarding the scope and requirements are provided in the Request for Proposal (RFP). Items being procured: - Senior Corporate Legal Consultant (01 Year) - Junior Corporate Legal Consultant (01 Year) The consultants will provide legal advisory services to CDA, demonstrating eligibility, qualifications, and experience as outlined in the RFP. Procurement and RFP related information can be obtained from the office of the Deputy Director P&CA-II, CDA, located at Block 3, Sector G-7, Islamabad, within 7 days from the floating of this RFP. Only vendors registered with PPRA on the E-PADS Version 2.0 platform are eligible to participate. All proposals must be accompanied by a bid securing declaration on stamp paper in the prescribed format provided in the RFP. Bids must be submitted online through the E-PADS portal (https://vendors.epads.gov.pk/) before the closing date and time of 06-11-2026 at 11:00 AM. Manual submissions will not be accepted. Technical bids will be publicly opened on 06-11-2026 at 11:30 AM in the presence of authorized representatives of bidders. The CDA reserves the right to reject any or all bids as per PPRA Rules 2026. Notification of the Grievance Redressal Committee (GRC) constituted under Rule-65 of Public Procurement Rules 2026 is available on the PPRA website (www.ppra.gov.pk). Bidders are advised to carefully review the RFP documents and ensure timely online submission.
