Appointment of an Independent Consultant / Auditor for Evaluation of Operator Claims, Contractual Payment Entitlements and Related Financial Information

Sindh Mass Transit Authority (SMTA) Government of Sindh invites sealed bids from eligible, registered, and qualified Chartered Accountants / Management Consulting firms for the provision of requested Non-Consulting Services under the Single Stage Two Envelope National Competitive Bidding (NCB) procedure as per SPPRA Rules (2010, amended). Items being procured: - Appointment of an Independent Consultant / Auditor for Evaluation of Operator Claims - Contractual Payment Entitlements - Related Financial Information The scope includes detailed evaluation of operator claims and contractual payment entitlements along with related financial data. The consultancy requires firms registered with Federal Board of Revenue (FBR) as active taxpayers and registered with Sindh Revenue Board (SRB). Financial proposals will only be opened for technically qualified bidders. The tender fee is PKR 5000 and bid security is a lump sum of PKR 1 Million along with the technical bid. The RFP documents can be purchased from 21-10-2026 to 06-11-2026 and must be submitted through the SPPRA EPAD System. The technical bid opening is scheduled for 06-11-2026 at 03:30 pm. Conditional or telegraphic proposals without required bid security will not be considered. In case of holidays, proposals will be opened on the next working day. The SMTA reserves the right to reject any or all proposals as per Sindh Public Procurement Rules 2010 (amended). Bidders should ensure timely submission and compliance with all requirements to avoid disqualification. It is advisable to carefully review the Terms of References (TORs) in the RFP document before submission.
