Tender Description
This tender invites bids from experienced and registered firms for hiring armed security guards to provide security services at various government buildings under the jurisdiction of Rawalpindi Cantonment Board. Located in Rawalpindi, the contract requires deployment of 40 security personnel, with the possibility of increase based on demand. The scope involves ensuring safety and protection of cantonment properties, requiring firms to comply with strict security standards and monthly salary arrangements.
Bidders must be registered on the E-PADS portal and submit separate Technical and Financial bids under the Single Stage Two Envelope procedure. The technical bids will be evaluated first, followed by financial bids of qualified firms. The contract is valid until June 30, 2026, with an option to extend for one more year subject to performance and approval. Earnest Money of 2% of the bid value is required via Call Deposit Receipt (CDR), refundable after acceptance of the lowest bid. A 5% security deposit will be retained until contract completion.
Firms should ensure they meet all regulatory requirements including PEC registration if applicable, and maintain a good FBR/ATL status for the fiscal year 2025-26. Compliance with tax laws and submission of authentic documents is mandatory. Blacklisted or litigated firms will be disqualified. The Grievance Redressal Committee is accessible for dispute resolution.
The deadline for bid submission is 11 February 2026 at 11:00 AM, with technical bids opening at 12:30 PM the same day on the E-PADS portal.
