Tender Description
The Hazara Electric Supply Company (HAZECO) based in Abbottabad, Khyber Pakhtunkhwa, is procuring a comprehensive Asset Performance Management System (APMS) for distribution transformers rated at 25 kVA, 50 kVA, 100 kVA, and 200 kVA. This procurement includes supply, installation, configuration, testing, and commissioning of APMS units along with all allied materials and services, providing a complete end-to-end solution.
The technical scope covers APMS units housed in steel enclosures, compliant with PPMC-DDS-01:2026 specifications, including smart metering controlling devices (SMCD) with 4G/2G communication modules approved by PTA. The system must integrate with PITC's UDIL protocols and support secure data communication, encryption, and cyber security measures. The MDC software will retain a minimum of 120 days of data and support scheduled and on-demand data retrieval with a maximum muted unit threshold of 2%. Installation includes associated cables, PG connectors, and complete site acceptance testing. The bidder must ensure prototype approval from PPMC Design and Standards Department and provide a warranty period of 60 months.
Eligibility requires registration with DISCOs/WAPDA, PEC category EE04/EE05, FBR registration, and proven experience in supplying and installing APMS or similar systems. Bidders must submit a valid Manufacturer's Authorization Letter and demonstrate at least one completed APMS installation with satisfactory field performance. The procurement follows Least Cost Based Selection (LCBS) with a bid validity of 60 days.
Key dates include bid submission and opening on May 11, 2026, via EPADS v2.0, with manual submissions not entertained. Bid security in the form of Call at Deposit or Bank Guarantee is required. The submission address for bid security hard copies is HAZECO HQ, Gulistan Colony, College Road, Abbottabad. The contract completion period is 45 days from the date of contract agreement. Bidders are advised to register on EPADS v2.0 before the deadline and ensure all required documents, including technical and financial bids, are complete and compliant.
A practical tip for bidders is to ensure timely submission of prototype samples and obtain the UDIL Tier-1 compliance certificate within 30 days of contract award to avoid penalties and delays. Familiarity with EPADS v2.0 e-bidding platform and adherence to all technical specifications and documentation requirements will enhance the chances of success in this tender.
