NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Military Lands & Cantonments Department through Cantonment Board Nowshera is offering the auction of collection rights for digital streamers located at G.T Road Nowshera Cantt. This auction is for advertisement rights of Cantt Board Nowshera Streamers on a digital streamers basis. The auction will be held at the office of the Nowshera Cantt Board with the primary date on 12.10.2026 at 11:00 AM and alternative dates on 13.10.2026 and 14.10.2026 at 11:00 AM. Items being auctioned: - Advertisement rights of Cantt Board Nowshera Streamers (single lot) located at G.T Road Nowshera Cantt on digital streamers basis. The auction terms require interested firms to be registered with Income Tax and Sales Tax Departments. The reserve price is set at Rs. 28,00,000/- with an earnest money deposit of Rs. 1,40,000/- (5% of reserve price) payable via call deposit or bank guarantee. The successful bidder must deposit 25% of the highest bid at the fall of the hammer and provide a pay order the next working day. The balance 75% will be paid in three equal quarterly installments after board approval. The bidder must install digital streamers at their own expense and obtain electricity connection after NOC from CBN. Installation grace period is two months. The bidder must submit a structural stability certificate from a Pakistan Engineering Council registered engineer confirming the structure can withstand wind speeds up to 160 km/h. The maximum height of the digital streamers will be determined by the CEO/Board. Income or other taxes levied by provincial or federal government on the auction will be borne by the successful bidder. The auction term is three years with a 10% annual compound increase and possible extension for two similar terms. The advertiser must display national videos on key national days and maintain the area around the streamers, including painting poles with red oxide chemical periodically. The CEO/Board reserves the right to cancel the auction prior to acceptance. The successful bidder must execute a non-judicial stamp paper agreement registered under the Registration Act, 1908. Disputes between landlord and tenant will be arbitrated by the Director ML&C. Failure to comply with auction terms may lead to forfeiture of bid security and cancellation of LoA. The board reserves the right to declare the second highest bidder successful or annul the bidding process. Bidders are advised to carefully prepare their earnest money and documentation to avoid disqualification. Timely attendance at the auction and compliance with all terms will improve chances of success.
