AUCTION: Disposal of Parking Fee Collection Rights for Rawalpindi Cantonment 2026-2027

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Rawalpindi Cantonment Board (RCB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the auction/disposal of Parking Fee Collection Rights for the Year 2026-2027 at various locations of Rawalpindi Cantonment. The auction is conducted in accordance with PPRA Rules, 2004, and other applicable government regulations. Interested bidders/firms must submit their bids electronically through EPADS only. Only bidders registered with the Federal Board of Revenue (FBR), appearing on the Active Taxpayer List (ATL), and registered on EPADS Version 2.0 are eligible to participate. Items being auctioned: - Bus parking fee @ Rs.200/- per day - Suzuki/Pickup parking fee @ Rs.100/- per day - Mini Bus/Wagon parking fee @ Rs.150/- per day - Taxi/Rickshaw parking fee @ Rs.30/- per day Parking fee collection points: - G.P.O Chowk on road leading - G.P.O Chowk Haider Road - Railway Station Road - Chur Chowk - Baraf Khana Chowk - Kiyani Road - O.P. No.22 The auction will be conducted for a period of one year. Bidders must submit a bid security of Rs. 1,400,000 in the form of Pay Order, Bank Draft, or Call Deposit Receipt (CDR) in favor of Cantonment Executive Officer Rawalpindi Cantt. The original bid security must reach the office before the bid closing date and time. Cash payments are not accepted. The successful bidder must deposit 25% of the annual auction amount immediately after approval of the bid. The contract agreement must be executed within seven days of the first monthly installment deposit. Post-dated cheques for the remaining eleven monthly installments must be provided before contract execution. Bidders may improve their bids multiple times until the closing time. The e-auction will close on Tuesday, 15 September 2026 at 02:00 PM, with bid opening and evaluation at 03:30 PM the same day. Bid securities of unsuccessful bidders will be returned without interest after completion of the auction process. The highest evaluated responsive bidder will be declared successful subject to approval by the competent authority. The successful bidder must strictly collect parking fees according to approved rates fixed by Rawalpindi Cantonment Board. Any default or non-compliance may lead to forfeiture of bid security and re-auctioning of the contract. All applicable taxes, duties, levies, and government charges will be deducted as per prevailing rules. The Rawalpindi Cantonment Board reserves the right to reject any or all bids or cancel the auction process without assigning any reason. A practical tip for bidders: Ensure timely registration on EPADS Version 2.0 and submit your bid security instrument well before the closing date to avoid disqualification.
