AUCTION: Lease Rights for Mixed-Use Commercial Plots on City Saddar Road Rawalpindi and Islamabad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Railway Estate Development and Marketing Company (Pvt) Ltd (REDAMCO), a subsidiary of the Ministry of Railways, invites sealed electronic bids through EPADS v2.0 for the disposal of public assets by granting lease rights on Pakistan Railway lands. The lease is for mixed-use commercial purposes including shopping plazas, markets, corporate offices, retail outlets, and factory outlets. The lease period is 21 years, extendable for another 21 years, with an annual rent increase of 8% compounded. Mobilization period is 24 months from possession date, and building construction must comply with local construction bye-laws. Fixed benchmark commitment fees and annual rental benchmarks are specified per plot. Eligibility requires firms, companies, individuals, or consultants registered with FBR and active on the ATL. Bidders must submit bids electronically via EPADS v2.0 by 2:00 PM on 2nd November 2026. Technical bids will be opened online at 2:30 PM the same day. Manual bids are not accepted.
