AUCTION: OM&M Contracts of Toll Plazas on National Highways by National Highway Authority Islamabad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The National Highway Authority (NHA) Islamabad invites prospective bidders to participate in an open auction for OM&M contracts of toll plazas on national highways along with collection of toll on net guaranteed monthly revenue including applicable tax for the period ending 30.06.2027. The auction covers the following toll plazas: - Harro (ETTM) on N-5 route with Earnest Money Rs. 40,677,609 and Net Monthly Reserve Price Rs. 67,796,015 - LEP Toll Plaza (Ramp I, II & III) on LEP route with Earnest Money Rs. 39,714,477 and Net Monthly Reserve Price Rs. 66,190,795 - Larkana Khairpur Bridge with Earnest Money Rs. 2,984,168 and Net Monthly Reserve Price Rs. 4,973,614 - Lowari Tunnel on N-45 route with Earnest Money Rs. 720,000 and Net Monthly Reserve Price Rs. 1,200,000 - Shikarpur on N-55 route with Earnest Money Rs. 15,246,897 and Net Monthly Reserve Price Rs. 25,411,496 - Nokundi on N-40 route with Earnest Money Rs. 1,040,400 and Net Monthly Reserve Price Rs. 1,734,000 The bidding document (RFP) can be downloaded free of cost from the NHA website starting October 15, 2026. Bids below the reserve price will not be considered. Bidders must quote net guaranteed monthly bids excluding applicable tax under Section 236 (A) of Income Tax Ordinance. Earnest money must be submitted in original form of Bank Draft/Pay Order in favor of NHA Road Maintenance Account 1230-1 maintained with UBL RFD, Sector G-9/1 Islamabad. Public sector entities must provide bank guarantee with minimum AA rating from State Bank of Pakistan. A pre-auction meeting will be held on October 19, 2026 at 1100 hours in the NHA HQ auditorium. Registration of bidders will be held at Revenue Section, NHA HQ from October 14 to October 26, 2026 during office hours. Each bidder must submit earnest money and a non-refundable Rs. 20,000 pay order/demand draft per toll plaza. Affidavit on stamp paper of Rs. 100 is required confirming no blacklisting or default and agreement to bidding terms. The open auction will be held on October 27, 2026 at 1100 hours at NHA HQ auditorium. Highest bidders will be announced and must submit requisites within seven days or face forfeiture of earnest money. Requisites include performance security (2.5% of annual bid), toll revenue security (one month net guaranteed revenue), first advance installment, and tax on advance installment in form of pay order/demand draft. NHA reserves the right to reject any bid without liability. Bid limits apply for call amounts. Additional earnest money is required for bids exceeding 25% above reserve price. Toll rates may be revised during contract period. Bidders are advised to obtain all relevant information at their own cost including tax, traffic trends, and local conditions.
