AUCTION: Parking Areas at Dr. Faisal Masood Teaching Hospital Sargodha

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Dr. Faisal Masood Teaching Hospital Sargodha invites interested individuals, firms, and companies registered with relevant authorities to participate in the auction of its parking areas for a period of one year through the e-Auction Portal. The auction covers two parking stands: Parking Stand of Dr. Faisal Masood Teaching Hospital Sargodha with an area of 70,785 Sqft inside hospital premises, and Parking Stand of Moula Baksh Hospital Sargodha with an area of 21,780 Sqft inside hospital premises, totaling 92,565 Sqft. The auction process is conducted entirely through the e-Auction Portal at https://eauction-health.punjab.gov.pk. Hard copies of applications are not required. Applicants must register on the portal and upload eligibility status by 24-09-2026. The registration closing date is 17-09-2026. Submission of grievances is allowed until 01-10-2026, with grievance redressal by 08-10-2026. The last date for Call Deposit Receipt (CDR) submission is 21-10-2026. The auction date and time is 28-10-2026 from 11 am to 3 pm. The reserve price for both parking areas combined is Rs. 18,520,000 for one year. Registered applicants must furnish earnest money equal to 10% of the reserve price, i.e. Rs. 1,852,000, in the form of Bank Draft, Bank Guarantee, Call Deposit Receipt (CDR), Demand Draft (DD), Pay Order (PO), or Banker's cheque issued by a scheduled bank in Pakistan. The original earnest money must be submitted physically at the office of the Medical Superintendent within ten days of announcement of evaluation results, failing which the applicant will be ineligible for participation. Bidding will start from the advertised reserve price, and subsequent offers must exceed the previous offer by at least 1% of the reserve price plus the last offer. If no offer is received during the last minute of the e-auction schedule, the auction will end automatically. However, if an offer is received during the last minute, the auction time will be extended by five minutes. The auction will conclusively end at midnight after the conclusion of bidding. The successful applicants' offers will be published on the relevant website, and their uploaded signatures during registration will be affixed on auction documents, making the offer final and binding. If any closing date related to the auction falls on a public holiday or non-working day, the next official working day will be considered the closing date. The auction will be conducted as per the 'Auction Policy 2025' notified by the SHC&ME Department. Bidders are advised to carefully review the auction terms and register early on the e-Auction Portal to avoid last-minute technical issues. Ensuring timely submission of earnest money and required documents is critical to remain eligible for participation.
