AUCTION: Parking Facilities and Collection Rights at Various Locations in Lahore

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Horticulture Agency Lahore invites interested parties including individuals, sole proprietors, firms, AOPs, and companies to participate in an e-auction for parking facilities and collection rights at multiple locations in Lahore. The auction concerns the rights to collect parking fees at the following sites: - Operations of Parking facilities and collection rights of parking fees at Jallo Botanical Garden, Lahore with a reserve price of Rs. 0.6 million per annum and bid security of Rs. 0.2 million (33.33%) for a tenure of two years (non-extendable). - Operations of Parking facilities and collection rights of parking fees at Greater Iqbal Park, Lahore with a reserve price of Rs. 20 million and bid security of Rs. 3.5 million (17.5%) for a tenure of one year (extendable). - Operations of Parking facilities and collection rights of parking fees at Gulshan-e-Iqbal Park, Lahore with a reserve price of Rs. 5.0 million and bid security of Rs. 1.0 million (20%) for a tenure of one year (extendable). - Operations of Parking facilities and collection rights of parking fees at Picnic Point, Jallo Park, Lahore with a reserve price of Rs. 3.0 million and bid security of Rs. 0.5 million (16.66%) for a tenure of one year (extendable). The auction will be conducted online through the e-auction portal http://eauction.punjab.gov.pk/auctions. Registration for participation will start 02 days after the publication date and close on 30.10.2026. The pre-auction workshop will be held on 20 & 21 October 2026 at 03:00 pm in the committee room of HAL Headquarters at Jilani Park, Jail Road Lahore. The e-auction will be held on 03.11.2026 from 09:00 am till 04:00 pm. If no offer is received during the last minute of the e-auction's closing time, the auction will automatically end and the last offer will be considered as final. If an offer is received during the last minute, the auction will be extended by an additional three minutes. The auction will conclude at midnight (12:00 am) if no further bids are received. The bid security must be deposited online through banking apps or PSID and will be refunded to unsuccessful bidders after deduction of advance rent. The highest bidder shall submit the auction fee along with the first installment of advance rent. The department disclaims responsibility for any interruption or hindrance during the auction due to internet connectivity issues or power failure. Interested bidders must ensure they meet all eligibility criteria and submit their bids through the official e-auction portal.
