AUCTION: Petrol Pump Lease Rights at General Bus Stand Multan (BOT Model)

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Punjab Transport Company Multan invites sealed bids for the lease rights of the petrol pump located at General Bus Stand Multan under the Build Operate and Transfer (BOT) model. This opportunity is open to eligible oil marketing companies and authorized dealers/franchisees with valid credentials. The lease period is set for five years, with the possibility of extension as per departmental policy. Items being auctioned: - Lease rights for the petrol pump at General Bus Stand Multan (BOT Model) The reserve price for the lease is set at Rs. 60,000,000 for five years, with a minimum annual increment of 10% on the bid amount. Bidders must submit earnest money of Rs. 3,000,000 in the form of CDR. Only those with a valid dealership or franchise/authorization from a recognized Oil Marketing Company (OMC) are eligible to participate. Blacklisted firms or those with revoked authorizations are not eligible. The successful bidder will be responsible for all construction, safety, security, and maintenance of the petrol pump, including underground construction, foundation, canopy, electrical and safety infrastructure, and permanent development as per BOT model requirements. Bids must be submitted by 15 October 2026. The technical and financial proposals should be prepared in accordance with the terms and conditions outlined in the notice. All relevant NOCs and approvals must be obtained by the successful bidder. Sub-letting, transfer, or mortgage of the lease rights is strictly prohibited. The department reserves the right to reject any or all bids without assigning any reason.
