Auction Notice for Toll Tax Collection Rights at Mailsi Syphon Cum Barrage

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Sealed bids/tenders are invited for the award of contract for Toll collection rights at Mailsi Syphon Cum Barrage for a period of 275 days commencing from 29-09-2026 to 30-06-2027. The auction is conducted by the committee in the office of the Executive Engineer, Mailsi Syphon Division, Thingi. Items being auctioned: - Toll collection rights at Mailsi Syphon Cum Barrage for 275 days The 2nd revised reserve price for the year 2026-27 (365 days) has been approved by the Chief Engineer, Irrigation Multan Zone, Multan vide No. CEIMUL /Secirr /O / 260822/20085 dated 22-08-2026 amounting to Rs. 2,460,22168/-. Bidders/firms/contractors must furnish earnest money in the shape of CDR @ 5% of the reserve price. Bid documents can be obtained during office hours up to 25-09-2026 from the office of the Executive Engineer, Mailsi Syphon Division Thingi. Contracts documents shall be issued after submission of attested copy of CNIC, specimen signature of the bidder and power of attorney in case of firm. Sealed bids/tenders should be submitted along with earnest money in the shape of CDR in the office of Executive Engineer, Mailsi Syphon Division Thingi on 26-09-2026 up to 12:00 PM. Bids will be opened at 12:30 PM in the presence of bidders or their authorized representatives. The bid amount will be payable in twelve installments along with taxes in advance. All expenses for the provision, operation and maintenance of all facilities mentioned in the bid documents will be borne by the lessee. No deduction from the bid amount will be admissible. The bidder shall sign each and every page of the tender documents and initial all corrections. Conditional bids shall not be entertained. The auction committee may reject any bid or proposal at any time prior to acceptance without justification. Acceptance of the highest bid rests with the Chief Engineer, Irrigation Multan Zone, Multan. Toll tax shall be levied on vehicles as per approved schedule notified by the Government. The successful bidder will provide a bank guarantee from any competent authority equal to 10% of the total bid amount after receipt of sanction from the competent authority in addition to the earnest money. Documents pertaining to the bid can be seen in the office of the undersigned during office hours. In case the government enhances the rates of toll tax above the rates already notified, the reserve price/bid price shall increase with the same percentage. The successful bidder shall not be entitled to any compensation for any loss due to closure of road/bridge or operation of breaching section or any disaster etc. The successful bidder will also deposit income tax at the rate of 10% of bid price and will deposit all taxes as per schedule notified by the government from time to time. In case of public holiday, tender will be received/opened on next working day. One practical tip for bidders: Ensure your earnest money CDR is prepared exactly as per the bid requirements and submit all required documents including CNIC and power of attorney well before the deadline to avoid disqualification.
