Establishment and Operation of Baggage Wrapping Facility at Allama Iqbal International Airport Lahore

Pakistan Airports Authority (PAA) invites bids for the establishment and operation of a baggage wrapping facility in the domestic briefing area at Allama Iqbal International Airport Lahore. The concession period is five years with a 10% annual enhancement on a cumulative basis for subsequent years. Bids must exceed the reserve price of **PKR 73,810**. Interested firms, joint ventures, or sole proprietors with relevant experience and sound financial background are eligible to participate. The technical evaluation carries 80% weightage. The facility must meet the operational standards set by PAA and comply with all regulatory requirements. Bidders must submit a written request with a copy of CNIC and NTN certificate along with a non-refundable payment of Rs. 5,000 via Pay Order or Demand Draft in favor of Pakistan Airports Authority to obtain tender documents. Tender submissions must be sealed in two separate envelopes marked Technical Offer and Financial Offer, placed together in one envelope. The submission deadline is **2nd September 2026 at 1100 hours** at the office of Airport Manager/COO, AIIAP Lahore. Technical bids will be opened half an hour after submission in the presence of bidders. Late or conditional bids will be rejected. Advance income tax will be deducted as per law. Defaulters of PAA dues are not eligible.
