Expression of Interest for Renting of Vacant Buildings for Healthcare and Allied Services

Rawalpindi Cantonment Board (RCB) invites sealed Expressions of Interest (EOIs) from reputable individuals, firms, companies, healthcare organizations and investors for renting of vacant RCB-owned buildings in Rawalpindi Cantt for healthcare and allied services. Items being offered for rent: - Building-1 located at Tench Bhatta with 4470.50 Sft land area (16.42 Marlas), 2246.00 Sft covered area, 2224.50 Sft open area, 1 ground floor, 5 rooms, 3 bathrooms - Building-2 located at Chur Harpal with 2711.00 Sft land area (9.95 Marlas), 2231.00 Sft covered area, 480.00 Sft open area, 1 ground floor, 6 rooms, 5 bathrooms, 1 store The buildings are offered on an 'as-is' rental basis for establishing and operating healthcare and allied facilities including private clinics, diagnostic laboratories, day-care clinics, rehabilitation centers, gyms and wellness centers, pharmacies, training institutes for paramedical staff, or any other similar option. The initial tenancy period is 5 years, extendable for another 5 years subject to satisfactory performance, timely rent payment, and fulfillment of contractual obligations. Rent will be subject to an annual increase of 10 percent or as prescribed in rental documents. Eligibility criteria include Pakistani citizenship or legally registered firms/companies/NGOs, valid CNIC/registration certificates, NTN and active taxpayer status, financial soundness, relevant experience preferred, no blacklisting by government or public sector organizations, and ability to obtain all statutory licenses and regulatory approvals before operations. Submission of EOIs must include profile of individual/firm/company, proposed utilization plan, relevant experience and credentials, proposed monthly rental offer, and copies of CNIC/registration certificates and NTN. Interested applicants may inspect the buildings during office hours after prior coordination with Rawalpindi Cantonment Board. Sealed EOIs clearly marked 'Expression of Interest for Renting of RCB Building' (separately for each building) must be submitted to the office of the undersigned on or before 28-10-2026 at 11:30 hours. EOIs will be opened the same day at 12:00 hours in presence of applicants or their authorized representatives. Rawalpindi Cantonment Board reserves the right to accept or reject any or all EOIs, cancel the process at any stage in accordance with Rule-33 of PPRA Rules 2004, and seek additional information from applicants. Submission of an EOI does not confer any right or claim for award of the lease. A practical tip for bidders: Ensure your proposed utilization plan clearly aligns with healthcare or allied services and includes all required statutory licenses to avoid disqualification during evaluation.
