Tender Description

The High Court of Sindh, Karachi is procuring professional binding services for its extensive collection of law journals including PLD, MLD, CLC, SCMR, PTD, CLD, PCRLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025). This procurement is specifically for the Court Library located in Karachi and is managed by the High Court of Sindh. The scope of work involves binding approximately 2100 volumes using high-quality hardboard covers with durable binding cloth or equivalent materials. The binding must be section-sewn (Smyth-sewn or equivalent) to ensure longevity and flexibility. Each volume will have distinct colored covers and golden spine lettering indicating the name of the law report, year, volume number, and the court name, with the words 'SINDH HIGH COURT' printed at the bottom of the spine. Bidders must have prior experience in binding law journals, possess their own embossing machine, and demonstrate a minimum average annual turnover of PKR 2 million over the last three financial years. Valid registration with FBR, SRB, GST, and appearance on the Active Taxpayers List (ATL) is mandatory. The tender follows the Single Stage - One Envelope procedure with a bid security of 5% of the quoted amount required in the form of Demand Draft, Pay Order, or Call Deposit Receipt (CDR). Bidders must submit electronic bids through the EPADS portal and also provide a hard copy of the bid security. The deadline for submission is Monday, 1st June 2026 at 10:30 a.m. with bid opening at 11:00 a.m. at the Office of the Director General (Finance and Accounts). A mandatory site visit to the Court Library is required before bid submission. Bidders are advised to carefully prepare their technical and financial bids as per the detailed specifications and terms.
