Tender Description
The High Court of Sindh, Karachi is procuring professional binding services for its extensive collection of law journals for the Court Library. This procurement is specifically for binding volumes of renowned law reports including PLD, MLD, CLC, SCMR, PTD, CLD, PCRLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025). The binding work will be carried out at the Court Library in Karachi under the supervision of the High Court of Sindh. The scope includes the use of high-quality hardboard covers with durable binding cloth or equivalent materials, distinct color coding for easy identification, and golden spine lettering indicating the name of the law report, year, volume, and court name. The binding method must be section-sewn stitching to ensure durability and longevity. Bidders must have prior experience in binding law journals, possess their own embossing machine, and demonstrate a minimum average annual turnover of Rs. 2 million over the last three financial years. Valid registration with FBR, SRB, GST, and SST along with an affidavit of non-blacklisting is mandatory. The procurement follows the Sindh Public Procurement Rules 2010 with a Single Stage-One Envelope bidding procedure. Bids must be submitted electronically via EPADS by 10:30 a.m. on 1st June 2026, with a bid security of 5% of the quoted amount in the form of CDR or Demand Draft. The successful bidder will be responsible for collection and delivery of books at their own cost and must complete the work within 15 calendar days of purchase order issuance. A practical tip for bidders is to conduct a mandatory site visit to the Court Library to assess the volume and nature of the binding work before submitting bids. This will help in accurate costing and compliance with technical specifications.
