Tender Description
The Directorate of Research Centre for Conservation of Indigenous Breeds (RCCIB) Jhang invites bids from firms, companies, and suppliers registered with tax authorities for the procurement of locally produced breeding bulls of the Cholistani cattle breed for semen production units. This procurement is part of the CM Punjab: Herd Transformation to Enhance Livestock Productivity (Phase-I) development scheme with a budget of **PKR 15.000 Million** for the financial year 2026-27.
Items being procured:
- Breeding Bulls of Cholistani Cattle Breed for Semen Production (15 bulls)
The bulls must be true to breed with age between 24-30 months and live body weight over 230 kg. They should have known and available pedigree (at least dam) for parentage confirmation. The pedigree must be true to breed. Dam production should not be less than 15 liters in 24 hours, verified by authenticated PTP body or registered society/association/departmental committee. Bulls must meet breeding standards of LBSA and breeding soundness, be free of zoonotic and venereal diseases, and free from internal and external parasites. Echogenicity tests for testicular physiology will be conducted for tentative selection, with final selection by a committee constituted by the Director General (P) L&DD Punjab, Lahore.
Interested bidders can download bidding documents free of cost from the E-Procurement portal (https://ep.punjab.gov.pk) and PPRA website (https://ppra.punjab.gov.pk/). The bidding procedure follows the single stage two envelopes system as per PPRA Rule No.38 (2)(a). Technical and financial proposals must be uploaded separately on the E-Procurement portal.
Technical bids must be uploaded by or before **31-10-2026 at 10:00 AM**. Technical proposals will be opened on the same day at 10:30 AM. Financial proposals of responsive bidders will be opened on **09-11-2026 at 10:00 AM** in the office of Director RCCIB, Jhang, L&DD Punjab. The entire process will be conducted through E-Procurement in the presence of bidders.
A proof of online payment of 3% bid security (PSID) amounting to **Rs. 450,000** must be submitted prior to the opening of technical proposals. The bid security/earnest money is 3% of the total estimated price and must be deposited online through generation of PSID on the E-Procurement portal.
The procuring agency reserves the right to reject any or all bids/proposals prior to acceptance under PPRA Rules 2014 with amendments after recording reasons in writing.
A practical tip for bidders: Ensure your firm is fully registered with all relevant tax authorities and that you carefully follow the E-Procurement submission guidelines to avoid disqualification. Timely submission of both technical and financial proposals separately is critical.
