Pakistan Revenue Automation Pvt Limited (PRAL) Islamabad invites bids for the procurement, implementation, and operation of a fully on-premise, end-to-end real-time analytical Central Control Unit (CCU) to support enforcement, compliance monitoring, and operational decision-making. This project involves building a comprehensive Command and Control Unit that integrates multiple digital interventions including production tracking cameras, scanners, digital invoicing systems, POS networks, and Digital Enforcement Stations across Pakistan. The CCU will provide continuous situational awareness, threshold-based alerting, and data-driven visibility for operational teams.
The technical scope includes supply of all software components across five layers: Data Ingestion, Message Broker, Stream Processing Engine, Analytical Store, and Visualization. The vendor is responsible for full lifecycle delivery including software licenses, installation, configuration, integration, data modeling, pipeline development, dashboard creation, and performance tuning. The solution must operate entirely on FBR-provisioned virtual machines within the on-premise network with no cloud dependencies. The vendor will also staff and operate the CCU with a dedicated team providing 24/7 monitoring, alert management, and operational coordination.
Eligible bidders must demonstrate relevant PEC categories, valid FBR registration, and proven experience in deploying similar real-time analytics and command center solutions. Technical bids must include detailed architectural designs, integration plans, and staffing proposals. Key dates include a pre-bid meeting on May 14, 2026, and bid submission deadline on May 21, 2026, via the EPADS v2.0 e-bidding platform. Manual submissions are not accepted. Bidders should ensure timely registration on EPADS and submit all required documents including bid security declarations.
